В 1950 в разгар маккартизма [ McCarthy Era] и вслед за принятием Закона о внутренней безопасности [ Internal Security Act of 1950] Комитет по иностранным делам [Foreign Relations Committee] Сената создал аналогичный Подкомитет по внутренней безопасности [Internal Security Subcommittee]. Оба эти органа занимались расследованием подрывной (в основном коммунистической) деятельности в США, проводили слушания [ hearing] в отношении лиц, подозреваемых в такой деятельности или в членстве в Коммунистической партии США [ Communist Party of the United States].
